I dont have a definite answer, but I can make a guess. I assume that you are actually allowed access in real-time, but you need to delete your browser's cache and refresh the forums to see the updated site. Also pressing CTRL+F5 should do the trick.

It should take absolutely no more than 60 minutes to gain access to the restricted area.

It took me 45 minutes...just for the record.

I found out that the old setting made it so that the system ran every hour at x:25. It ran at 12:25, 1:25, 2:25, etc. Now the system runs every 15 minutes.

It will take at most 15 minutes after you reach that 100th post to gain access to the application.

It's an automated script that runs every 15 minutes
