I dont have a definite answer, but I can make a guess. I assume that you are actually allowed access in real-time, but you need to delete your browser's cache and refresh the forums to see the updated site. Also pressing CTRL+F5 should do the trick.

It should take absolutely no more than 60 minutes to gain access to the restricted area.
